writing to you in connection with the discussion

of possible measures to mitigate the effect of

the exercise of belligerent rights by Japan.

write with particular reference to the suggestion

that the export of arms from Hong Kong might form

part of one possible arrangement.

You have already had a copy of the

Hong Kong telegram No. 163, from which it is

obvious that the Acting Governor would be opposed

to any such proposals. From your letter to

Shackle of the 31st August it is obvious that

you too do not like it. As at present advised

we do not take any different view.

I enclose a copy of a note of a

discussion which we had with Mr. Bernard of

Jardine Matheson's on 1st September. The sentence
